Lieutenant Scott Kivet has built a career defined by service, leadership, and a commitment to protecting his community, qualities that extend well beyond traditional law enforcement. Lt. Kivet began his law enforcement career in 2002 with the Beach Haven Police Department before joining the Robbinsville Police Department in 2005. During his tenure with Robbinsville PD, he has served as an OEM Coordinator, Criminal Investigation Bureau detective, and member of the Pro-Active Narcotics Unit, earning promotion to Sergeant in 2017 and ultimately to Lieutenant.

For an emergency management audience, Lt. Kivet’s most distinguishing contribution is his ability to bridge law enforcement, fire service, emergency medical services, hazardous materials response, and emergency management. He is a certified New Jersey Emergency Manager, EMT, firefighter, Hazmat Technician, County Fire Coordinator, Deputy Forest Fire Warden, and Level 2 instructor. He brings nearly two decades of chief-level fire service and emergency management experience and continues to serve as an Assistant Fire Chief in Upper Freehold and OEM Coordinator in Robbinsville Township.

Lt. Kivet has also played a key role in regional emergency response. He was one of the founders of the Mercer County Rapid Response Partnership and Incident Management Assistance Team (IMAT) and continues to coordinate operations alongside command staff from the Mercer County Prosecutor’s Office. His experience in multi-agency coordination, incident management, and public safety makes him a valuable resource during complex and high-consequence incidents. His law enforcement career includes extensive narcotics and impaired-driving enforcement. Lt. Kivet partnered with K-9 Quori beginning in 2016, graduating from the University of Pennsylvania School of Veterinary Medicine’s narcotics detection program. Together, they became one of New Jersey’s busiest K-9 teams, participating in significant investigations involving the FBI, Homeland Security, and the Mercer County Prosecutor’s Office. Today, Lt. Kivet continues K-9 operations with his new partner, Corbin, while occasionally bringing retired K-9 Quori out for community demonstrations. Beyond enforcement, Lt. Kivet has a strong history of community-focused public safety initiatives. He helped establish Robbinsville C.A.R.E. (Community Addiction Recovery Effort), an early substance-use intervention program that gained recognition throughout New Jersey for its approach to addressing the opioid epidemic. His commitment to service has been recognized with numerous honors, including the NJ State First Responder of the Year Award, multiple Mercer County Top Gun/Officer of the Year awards, the Chief’s Award, Rotary Club Distinguished Officer of the Year awards, repeated recognition from Mothers Against Drunk Driving, and numerous lifesaving awards.

Lt. Kivet has been an emergency services volunteer since 1996. While his professional accomplishments span law enforcement, fire, EMS, narcotics enforcement, and emergency management, the common thread throughout his career is service—bringing agencies and people together to prepare for, respond to, and recover from the incidents that challenge our communities most. And despite an exceptionally busy career, Lt. Kivet considers his most important role to be husband to Danielle and father to Jeffrey and Charlotte.
